Why Modular Construction Remains Rare on Britain’s Railways

Modular construction is no longer a niche concept in the delivery of British infrastructure. Across sectors such as healthcare, hospitality and commercial real estate, it has become an increasingly established approach to construction. In the hotel industry, rooms are frequently manufactured and fully fitted out off-site before being installed on location. Healthcare providers have also embraced modular methods to expand capacity rapidly while minimising disruption to operational services. At the Royal Stoke University Hospital, a “12-bed modular critical care unit — including an isolation facility — was delivered in just 24 weeks while normal hospital operations continued.” Similarly, at the Clatterbridge Cancer Centre in Liverpool, “30 per cent of the structure was delivered using off-site methods, contributing to a 23 per cent overall programme saving and a reduction in on-site labour equivalent to nearly 6,000 working weeks.

Despite growing adoption of modern methods of construction across the wider infrastructure sector, Britain’s railways continue to rely heavily on traditional delivery approaches, particularly at smaller stations. Many station enhancement projects still involve extended periods of on-site activity, multiple possessions and complex construction works undertaken within live operational environments.

That position is becoming increasingly difficult to defend.

The railway industry has already demonstrated that modular delivery can be successful. Programmes such as Access for All have delivered repeatable accessibility infrastructure across much of the network, while modular footbridges, precast platform systems and lift installations have become familiar elements of station improvement schemes. Network Rail has also explored modular station delivery through projects such as Greenhithe, Mitcham Eastfields and Uckfield, where substantial portions of the facilities were manufactured off-site before being installed rapidly on the railway.

The question is therefore no longer whether modular stations are technically achievable. The industry has already proved that they are.

A more pressing question is why these examples remain the exception rather than forming the foundation of a wider delivery model for smaller stations throughout the network.

Part of the explanation lies in the way modularity has been applied within rail infrastructure. In many cases, modular construction has been adopted at the component level rather than the system level. Individual assets may be prefabricated, but the overall project often continues to follow traditional construction practices. A modular footbridge, for example, may still require separate visits to install lighting, communications equipment, cabling, CCTV and power infrastructure after the primary structure has been erected.

This fragmentation is more than a delivery inefficiency; it reflects a deeper feature of the industry’s procurement model. Network Rail’s own Station Design Principles documentation recognised that previous modular station schemes were not cost-effective because they were “delivered as isolated items and not as part of an overall programme of works,” meaning that “the inherent benefits of modularity were never realised.” This observation strikes at the core issue. When every station is commissioned as a standalone project rather than part of a repeatable programme, the cumulative advantages of modular delivery cannot be fully realised.

Other sectors are increasingly moving away from this fragmented approach. Their objective is not simply to manufacture components off-site but to deliver integrated systems that arrive substantially complete, pre-tested and close to operational readiness. The distinction is significant because it transforms the delivery process itself. Instead of a lengthy construction programme, the project becomes a shorter exercise focused primarily on installation and commissioning.

For smaller railway stations, the potential advantages are considerable.

Many local stations share highly repeatable characteristics. Layouts are often relatively straightforward, passenger requirements are broadly similar, accessibility standards are well defined and operational interfaces tend to be far less complex than those encountered at major terminals. In most other sectors, these are precisely the conditions under which modular construction delivers the greatest benefits.

Yet many smaller stations continue to be treated as bespoke engineering projects. Design processes are frequently repeated, familiar delivery risks are reintroduced and sites remain active construction environments for extended periods rather than locations for rapid installation.

This is not fundamentally an engineering constraint. It is a delivery decision.

The distinction matters because conventional station construction often generates disruption disproportionate to the scale of the work being undertaken. Even relatively modest upgrades can result in lengthy on-site activity within constrained operational environments, affecting passengers, train operators and surrounding communities.

A more integrated modular approach fundamentally changes that sequence. Major station elements can be manufactured off-site while railway operations continue largely unaffected. Installation can then be completed during shorter possession windows, with a substantial proportion of the assembly already finished before the modules arrive.

In some circumstances, entirely new station sections could even be constructed adjacent to existing facilities before being connected to the operational railway. The benefits are clear: reduced disruption, shorter installation periods, lower on-site safety exposure and greater certainty over programme delivery.

There is also a broader strategic advantage that the railway sector has yet to exploit fully.

Other industries derive significant value from manufacturing learning curves. Repeatable delivery enables installation teams to refine processes, allows suppliers to improve production efficiency and provides opportunities for quality assurance systems to mature over time. Continuous improvement becomes embedded within the delivery programme itself. The UK Construction Innovation Hub has estimated that integrated modular approaches can shift up to 80 per cent of site activity off-site — a transformation in risk profile that smaller station programmes are particularly well positioned to capture given the repeatability of their layouts and requirements.

Station delivery rarely benefits from this dynamic because projects continue to be commissioned as isolated schemes rather than repeatable deployments. As a result, learning is continually reset instead of accumulated.

The consequences extend beyond efficiency alone. They affect cost certainty, programme reliability and the industry’s long-term delivery capability.

Crucially, none of this depends on emerging or unproven technology. The engineering solutions already exist. Off-site manufacturing, integrated building services, modular structural systems and precast rail infrastructure are all well-established across the wider construction industry and are increasingly familiar within rail. The UK supply chain has already demonstrated these capabilities across healthcare, commercial and justice sector projects. What remains inconsistent is the commissioning model that surrounds them. Procurement structures that favour isolated, bespoke schemes over coordinated programme-based delivery continue to limit investment in the repeatable systems capable of generating meaningful cost and programme benefits.

Major city-centre stations will always require a degree of bespoke engineering because of their operational complexity, physical constraints and heritage considerations. Smaller stations are different. They are precisely the type of assets where standardisation should deliver the greatest value.

The railway has already shown that modular stations and modular infrastructure can be delivered safely and effectively. Network Rail’s own analysis has identified the reasons previous attempts failed to realise their full potential. Other sectors have embraced manufacturing-led delivery at scale and achieved measurable results. The remaining question is whether the commissioning and procurement frameworks that govern smaller station upgrades will evolve to reflect those lessons.

For Britain’s smaller stations, the opportunity is becoming increasingly difficult to overlook. The challenge is no longer proving that modular delivery works. It is choosing to deploy it consistently.
