Explore Offsite Housing
Housebuilders have been dealing with an increasingly volatile market – battling with skills shortages, vast fluctuations in the cost of materials, the financial crisis and high mortgage rates stagnating sales. The first drop in interest rates for more than four years came in August 2024, but borrowing costs remain stubbornly high for both developers and prospective purchasers.
Add to the mix, the new housing targets imposed by the Labour Government and there is certainly a lot of information to process. Taking place in November 2025 – the Explore Offsite Housing conference has an important role to play in cutting through the rhetoric and focusing on how these challenging targets can be achieved.
Forming a major part of the Explore Offsite Housing conference programme, the results of this survey and findings from a new report by Savills commissioned by the National Housing Federation will be debated. This report reveals that there is likely to be a shortfall of up to 95,000 new homes a year on average, so we have to ask – does 2025 signal the start of a new more positive era for housebuilders, homeowners and tenants, or is the plan doomed to failure right from the get-go?

Bringing together those with a ‘finger on the pulse’ of the housing industry across social, affordable, build to rent and private homes – Explore Offsite Housing has an objective to determine if these targets are realistic and how industrialised construction could help deliver circa 370,000 homes a year.
The target to build 1.5 million new homes across the term of this parliament is a big ask for housing developers but knowledge is crucial to success. Through modern methods of construction exploiting the benefits of cutting-edge digital design and manufacturing technology – 2025 could prove to be a turning point for those operating in the residential construction sector.
